This is precisely what Innovatio has accomplished with the development of the vehicle transfer module within the CESCO Digital app. By enabling citizens to complete vehicle transfers online, Innovatio has not only modernized the Department of Motor Vehicles (DMV) processes in Puerto Rico but has also saved citizens an estimated 175,000 hours that would have otherwise been spent at DMV offices.

The CESCO Digital app, launched by the Puerto Rico Innovation and Technology Service (PRITS) and the Department of Transportation and Public Works (DTOP), has become a pivotal tool in the digital transformation of government services in Puerto Rico. One of the most recent and impactful features introduced through this platform is the vehicle transfer module, which allows users to complete simple vehicle transfers and change the address on their driver’s licenses without needing to visit a DMV office.

This innovative feature was announced in a press briefing by PRITS Chief Executive Enrique Völckers Nin and DTOP Secretary Eileen M. Vélez Vega. They highlighted the convenience and efficiency that this new service offers, allowing vehicle transfers to be completed in minutes rather than the hours or even days it previously required. The introduction of this digital service is part of a broader strategy to reduce the time and effort required for essential DMV tasks, ensuring that citizens can complete these processes from the comfort of their own homes.

The impact of this development is substantial. By the end of 2021, CESCO had facilitated approximately 179,000 appointments for vehicle transfers. However, with the new online service, in just the first six months of 2022, over 142,000 simple vehicle transfers were completed through the CESCO Digital app. This digital innovation has already saved citizens an estimated 119,000 hours, with even more time savings anticipated as the service becomes more widely adopted.

To utilize the vehicle transfer module, certain conditions must be met. The vehicle must be privately owned, free of liens and toll fines, and must not have been registered before July 11, 1987. Additionally, both the buyer and seller must be at least 21 years old, and the seller must have the original title certificate. This process, which once required a full day of visits to the DMV, can now be completed in minutes, with the buyer only needing to visit a CESCO office to collect the final documentation.

In addition to the vehicle transfer module, the CESCO Digital app also offers a service for changing the address on driver’s licenses. This service allows users to receive their updated license by mail or pick it up at a CESCO office. Initially, this mail service was offered free of charge, further incentivizing citizens to make use of the digital platform.

Innovatio’s leadership in developing these modules has been instrumental in the success of the CESCO Digital app. Their expertise in creating user-friendly and efficient digital solutions has enabled the government to offer services that dramatically reduce the time citizens spend on routine tasks. By saving nearly 176,592 hours for citizens, Innovatio has demonstrated the power of digital transformation in making government services more accessible and efficient.
